Is it worth to turn on Hardware Accelerated-GPU Scheduling now?
It doesn't make anything noticeably better, and might cause performance degradation in some cases. Worse still, in my PC atleast, enabling it makes my overclock unstable in turn causing games to crash, so technically it's making every game perform worse because I can't use my overclock with HAGS turned on. I recommend keeping it turned off, which is the default setting.

HAGS is necessary for future latency improvements, since the old style uses the CPU for scheduling these tasks. Moving them onto a GPU-based scheduler reduces latency. Do note hardware and drivers differ in how well they utilize the new feature, which is why you see performance regressions. And why you can turn it off.

CPU usage at 20-40%, GPU usage at 20-60%, capped at 4k 60fps, but extremely unstable fps. And I'm not talking about fps drops, but wildly 58-60 changes, that caused an absolute madness of screen tearing without V-Sync.

HAGS off gave me 15% more FPS...can you please explain why
I know that HAGS technically is supposed to be good for latency in gaming, etc. because it moves scheduling tasks from the CPU to the GPU. Having in mind that cs2 is still CPU-heavy, having HAGS on should improve the game play, on paper. I experimented with HAGS off and I immediately had a clean 15% increase in FPS. My speculation was that the Hardware accelerated GPU scheduling added a load onto the GPU which Nvidia reflex does not account for. Because the design of Reflex is to prevent latency induced by a GPU bound scenario with using a dynamic frame cap and a bunch of other tweaks.

In DLSS3 games, Frame Generation will not be available to turn ON if Hardware-Accelerated Graphics Scheduling is OFF. You can still use DLSS2.

TRY TURNING ON H.A.G.S. FOR FPS (if you are not using 90+% of your GPU)
To enable hardware-accelerated GPU scheduling on Windows 11 (and 10), open the Settings app, navigate to System > Display > Graphics > Change Default Graphics Settings, and click the toggle below "Hardware-accelerated GPU Scheduling." Restart your PC to activate the change. EDIT: ok so preliminary results are unsure in online.
