Make sure you turn the camera on correctly and, if necessary, check the camera's permissions in Windows' privacy Settings. You can also test the Camera for anomalies in the Camera app for Windows as a priority.
If it's for the Windows camera, head into settings->apps->camera->advanced options->reset the app. You should also check if you have available system and/or app updates pending.

The settings should still be there for your audio device (microphone) and the webcam. Movie Maker uses the video/webcam devices defined within Windows. First make sure the webcam is visible to Windows and you are able to use it in other applications (like Skype, or software that came with the webcam).
On Windows 8 the Microsoft Camera Codec Pack is installed automatically via Windows Update. If you run Windows Update it should install the latest version of the codec pack.
